Yes. It advisable that you provide a logo when you launch a web design contest because a logo would help designers understand your preference of colors and style.
But incase if you don't have one you can launch a logo contest first, then add your new logo to the web design brief when you launch the web design contest.
And if you already have an existing logo, you can simply add it to the web design brief.
